Stop the car park increase at NGH

The blanket car parking increases are disproportionately affecting those who work shift work. We are unable to park elsewhere due to the time our shifts start and finish. We also park here less days than people who work 9-5 and yet are being charged the same. The increase in parking charges is not fairly implemented. 

Those who car share are also being disproportionately affected. Those who car share are directly contributing to reducing the cars parked in the car park but are in effect paying double. This is again unfair.

Staff are being charged a flat fee regardless of how much they are at work so if they are on annual leave or off sick they still have to pay. This is again unfair. 

Furthermore, when the ANPR system was first introduced, staff were consulted on introducing a parking fee and all agreed that the fairest way to implement this was based on usage. This blanket fee is in direct contradiction to the views of staff.

Lastly, I do not know of a single person who works shift work that was consulted on these charges. The views of your staff have not been taken into account for this change and will be disproportionately affecting the very people that keep this place running day to day. 

I ask that the change to parking is halted until staff have been properly consulted and a fairer method is ascertained.

Why is this important?

When the ANPR system was initially introduced the engagement session with members of staff agreed that the fairest way to implement this was a charging system based on usage. The inability for the ANPR system to work correctly is not a reason to then blanket charge anyone that has a car registered for the car parks. 

 This flat rate charge also means that regardless of how much you park at work you will be charged. If you are on annual leave or off sick you will still be charged for parking a car when you are not using the car park. 

Furthermore, this charge also disproportionately affects those working shifts. People on shifts will on average be doubling how much they pay for parking even though you are using the car park less. People working shifts are unable to park further from work due to the timing of shifts starting and finishing. 

This also disproportionately affects people who car share. You are charged regardless of how much you park at work as long as your car is registered to park here. People car sharing are directly reducing the amount of cars parked in the car park but are in effect being charged double. 

The communication on the car parking changes has stated that there was a discussion had with colleagues. I do not know anyone who was involved in this discussion especially given that previous communications had highlighted that staff believed the fairest way to implement charges was on a usage basis before the ANPR system was introduced. 

I am therefore asking for a halting of the introduction of a blanket fee for having a car registered to park here until staff have been sufficiently communicated with and a fairer system can be implemented.
