Stop the Civil Service Pension Crisis: Bring Pension Administration Back In-House

Thousands of retired and partially retired civil servants are facing late or missing pension payments because of failures in the outsourced Capita administration of the Civil Service Pension Scheme.

These delays are causing real hardship. Pensioners have been forced into debt, bank charges and financial uncertainty, while bereaved spouses and ill-health retirees are being left waiting for the support they need at some of the most difficult times in their lives.

The problems have become so severe that more than 150 civil servants have reportedly been deployed to help stabilise the service. Yet despite these failures, Capita has been awarded a £370 million contract to provide HR and payroll services across four government departments, potentially putting the pay of 250,000 civil servants at risk.

We cannot allow this to become another public services scandal.

We call on the Government to:

  • Bring Civil Service pension administration back in-house.
  • Establish a compensation scheme all who are affected by pension administration failures.
  • Clear the existing backlog as a matter of urgency, prioritising ill-health retirees, bereaved families, and those facing financial hardship.
  • Suspend any further contract awards involving Capita until a full review of the procurement process and the company's service delivery performance has been completed.
  • Honour the government's commitment to deliver the greatest wave of insourcing in a generation.
